You have a variety of buildings from the basic little house to the nuclear power plant. Throughout the game you earn the money that is needed, for example as ransom to terrorists or to build a railway from a neighboring big city.
A helicopter monitors the city, so don't try to shoot it down when it flies across the screen:)
