It's actually two apps in one. The scissors are used to split one file into several smaller ones. And glue, on the other hand, joins several files into one larger one.
You can split a file by size or number of resulting files, or so that they fill all the free space (useful when copying to floppy disks). After splitting the file, a batch merge file is created so anyone can merge the files again without having this program.
