Microangelo

You can change not only the standard Windows icons, but also the icons built into the startup files. You can draw icons with the built-in editor or directly "grab" an image you created in another program. You can create both normal and animated cursors and then set them as active immediately from within the program.

Also included is a full version of On Display, a simple application that allows you to change the appearance of system icons by right-clicking on an icon and selecting "Appearance."
