CSVpad

CSVpad allows you to edit CSV files, which is a simple database structure in text format separated by commas or semicolons. The application can read this CSV file and split it into excel-like cells, and then can work with them to edit them as you need. It supports unicode encoding and it is a portable application so there is no need to install it. You can save the result again as a .csv file or you can export it to html, xml, ods (OpenDocument) or xms (Excel).
