The world at the end of the 21st century: California is tightly controlled by dictator Lou Baxter. Anyone who dares to defy him is systematically hunted down and imprisoned without trial. There is only one way out - to attend the SHOW. In this show, the inmates must entertain the home crowd and compete as 'Team Outlaws' against the team from SHOW. The battleground is a colossal artificial island with holographic terrain 20 miles off the coast of California. The Democratic East group infiltrates their agent Frank Harris among the best. Disguised as an outlaw, he enters the fray against Baxter and his show team to end the reign of terror.
