Steam Auto Shutdown is an app that lets you leave your PC running while downloading games from Steam, so you can rely on it to automatically shut down your PC when all downloads are complete. The application is in the command line, where you can specify the interval between each check at the same time. The PC can not only be shut down, but also rebooted, hibernated, etc.
