NetLimiter

NetLimiter is a tool for controlling Internet traffic speeds and detailed monitoring. With NetLimiter, you can set the overall download and upload speeds, or even speeds for individual connections specifically.

This is useful, for example, if your download speed limits your Internet browsing speed. (Often this program is used by users of P2P clients to limit Upload speeds) Along with this unique feature, Netlimiter offers a comprehensive set of Internet statistical tools with graphs as well. It also includes real-time measurements and long-term statistics on data transferred for individual days, months and years. Netlimiter also supports forward planning, so you can easily set when and which program to restrict or allow.

The Lite version only offers Monitoring, Rate Limiting and Transfer Logs.

NetLimiter is also available in a Monitor version, which is free and allows you to monitor all traffic, transfer logs and statistics. However, you will not find features such as speed limits, etc.
